Jano Vermaak will join Western Province on a two-and-a-half-year deal starting from July 2015.
The 30-year-old scrumhalf will return to South Africa on completion of his Top 14 commitments with Toulouse.
Vermaak, who played for the Lions and the Vodacom Bulls, says he's kept close tabs on the Stormers' and WP's performances over the past few seasons.
'I would love nothing more than adding to that success, but I am also very excited to be joining this young team and working with an already talented group of players. I remain committed to Toulouse, but once I have finished the season here I look forward to returning home and giving my all for WP rugby,' said Vermaak.
WP director of rugby Gert Smal added: 'Jano is a quality signing and not only will he add to our halfback resources, he will also be able to pass on all his experience to the young No 9s in our set-up.'
Vermaak has won three Bok caps, against Italy, the Wallabies and the All Blacks.
