Dan Biggar will start at flyhalf when Wales open their World Cup campaign in Monday’s Pool D game against Georgia in Toyota City.
In the midfield, centres Hadleigh Parkes and Jonathan Davies will play together for the 11th time in the past two years, with Wales coach Warren Gatland retaining 10 starting players from the side that lost 19-10 to Ireland in their final warm-up.
Elliot Dee, Ross Moriarty, Tomos Williams, Rhys Patchell and Leigh Halfpenny are on the bench.
Meanwhile, veteran lock Alun Wyn Jones will equal the Wales record for Test appearances and play his fourth Rugby World Cup after he was named in a strong side on Saturday.
